Originally Regional Valuation Manager for a major Banking Group Roland Pardey served on the Natal Branch Executive of the S.A. Institute of Valuers (1983-1989) where he served as an examiner of numerous prospective Valuers about to enter the profession. He has subsequently mentored over 20 Candidate Valuers and presented lectures on numerous subjects at various valuation workshops, University and KZN Technical College.

From 1989 to February 1992 he shared principal responsibility for MASON PARDEY, the practice under the name and style of which he formerly operated. Currently his operational activities include • Expropriation, Land Claims & Private Valuations for the State, Legal Practices, Accounting Firms, Corporate & Private Clients, Local Authorities, Rental Determinations & Sworn Appraisals in terms of the Estate Act. He originally gained his property valuation experience from 1970, in the field of Property Administration and Sales before practicing as a Valuer in the banking sector where he progressed to a senior position in 1978. His over 40 years of experience has involved the Valuation of Residential, Commercial, Industrial and Agricultural property throughout Southern Africa, including Angola, Mozambique and Namibia (where after 8 days in the witness-box of the Windhoek High Court in an expropriation matter he received a commendation from the Judge as the best expert witness to ever have appeared before him in all his years on the bench).

Valuation Projects

1. Municipal Valuation Projects (KZN) 1989 - 1992

Previously Mason Pardey (from 1989 - 1992) this firm became the largest private valuation practice in the Province specializing in valuations for rating purposes. The firm acquired the municipal valuations division of RMBT, thus increasing its valuation portfolio to 31 Local Authorities, which were serviced and managed through sophisticated computer software programs especially developed for this purpose. This Firm then went on to develop the valuation profession's first computerized property data base (PDB), which served as an authorative property sales reference to subscribers, i.e. other Valuers, Institutions and investors. The property data base was

subsequently sold-on to SAPTG who further developed and marketed the data base nationally.

2. General Valuation Activities 1992 - 1998

In February 1992 Roland and Mark Pardey (Uncle and Nephew respectively) formed a new partnership known as Pardey & Associates which subsequently developed into a multi-disciplinary valuation-service operation with a sample of its activities and Clients including Inner West Local City Council where we were contracted for the revaluation of the former Municipalities of Pinetown, New Germany, Westville, Queensburgh, Reservoir Hills, Shallcross, Welbedagt and Marianhill. At the time the Firm was entering its 8th consecutive year as Contract Valuers to Westville Municipality. Aspects included, project planning and management, database development and methodology, market research, valuations, rating issues, community liaison, data capture and database management, all aspects of the appeal process including prosecuting & defending values at numerous Appeal Board Hearings.

Bank Property Finance Commercial/Industrial/Agricultural loan finance valuations and consultants to prominent Banking institutions with Assignments covering KZN, Gauteng and the Eastern Cape.

Department of Public Works assignments included significant valuations of State owned property, expropriation of property for State acquisition and development.

Corporate portfolio and private property open market valuations for inclusion in financial accounts and for legal purposes.

3. Valuation Activities 1998 – 2013

eThekwini Municipality GV2008: contracted to conduct over 2,500 Specialised property valuations (Commercial, Industrial & Agricultural Properties) throughout the western-sector of the City, up to and including Cato Ridge. The project was completed very successfully and very few objections arose, compared to other areas, where we were also called in to resolve valuation disputes. Department of Human Settlements: valuation of bulk land and infill-housing development sites.

State Attorney: Numerous land claims & restitution valuations for the State, some involving presentation of testimony before the full bench of Land Claims/Constitutional Court Judges.


Mozambique & Angolan Assignments: We were appointed Contract Valuers to prominent Government Agencies for purpose of privatization of the economy and for World Bank Finance. Our firm has undertaken valuation assignments of fixed property and movable assets/plant and machinery throughout Mozambique, Namibia & Angola, including:

The Firm is regularly consulted on matters involving legal disputes in property matters and regular appearances as expert witnesses in the High Court are commonplace. Roland Pardey was elevated from "Member" to "Fellow" status by The South African Institute of Valuers on 24 February 1993 in recognition of his contribution towards the Valuation Profession.
